Upper Norwood Joint Library is jointly owned by Croydon and Lambeth Councils, situated within the borough of Lambeth. It was until recently funded and managed by a joint committee of councillors from Lambeth and Croydon, under its own policies and procedures.

However a failure by Lambeth Council to co-operate in the meetings that are required to manage the service has led to Croydon terminating the joint agreement on 21 October 2011.

Since Croydon is the employer of the library staff, Croydon has taken on the management responsibility for the library for the present whilst the two Councils consider their options for its future.

The library still has its own membership procedures and circulation system for the moment, and doesn't accept Croydon or Lambeth library membership cards or accept/renew returned books or other items from Croydon or Lambeth libraries.
